A little lifting around the edges is usually fine as long as the tattoo is still completely sealed underneath.

If the opening reaches the tattoo, air can get underneath, fluid starts leaking out, or the seal is clearly broken, remove the second skin and clean the tattoo according to the aftercare instructions I give you.
