Yes. A healing tattoo can temporarily look dull, cloudy, or lighter than it did when it was fresh. This usually happens while the new surface layer of skin is forming over the tattoo.

Do not judge the final result during this stage. The tattoo will usually look clearer again once the skin has fully healed, and we generally expect the healed tattoo to settle about 1–2 shades lighter than it looked when it was freshly done.
