Yes. Visible veins usually do not prevent you from getting tattooed. Tattoo needles work within the skin and do not reach the deeper veins underneath.

If the area has very prominent veins, I simply take the anatomy into account while designing and working on the placement. The veins themselves are not normally a reason to avoid tattooing the area.
