Not until the skin has fully recovered. The healing time depends on how much damage the burn caused. With more serious burns, the skin may need 1.5–2 years before it is ready to be tattooed.

The scar should no longer look red or actively irritated. I usually want the color to have settled much closer to your natural skin tone before working over it.
